BMW Pannier Repair on Slash 5

Greetings,

Need to repair the panniers - one of "rivets?" that holds the hinges is gone - what are your suggestions for repair? One hinge has a small nut and bolt that PO must've added, but was hoping for something more substantial.

Also, the elastic is shot - I know a woman who does sewing & repair work replace the elastic on my K75 panniers, probably will do the same here once I get hinges buttoned up.

A small cap screw with a nylon insert lock nut is probbably the easiest, use a small flat washer on both sides of the hinge.
