To test Load Relief Relay you can swap it with the Horn Relay (but note that a stuck light is nicer than a stuck horn.

Otherwise, there is a history of frayed or shorted wires at the base of the ignition switch. Does the stuck light flicker when you wiggle wires or handlebars?
