Yep...I agree...however, in my state, talking on a cell phone without using a headset has been outlawed for almost two years, and it's as if that law never existed...Every other driver holds her/his cell phone in their hands and goes on yakkin'...
unfortunately in the areas around my home in VA and DC you can't be stopped for doing it, its only if you are stopped for something else that you can get a ticket. I can see the reasoning here as it would mean a lot more stops and more time from other duties, but the down side is people know they can't be pulled over for it so the risk is very low and they just ignore it. If more stops were made for just the cell usage, Maybe it might have a bigger impact(????)
I do think anyone who is driving distracted should be pulled over regardless of what they are doing if such laws are to have any effect, but I'm not holding my breath!
