Fix a broken System Case latch?

We have some System Cases from FatWife's '01 1150GS that I was getting ready to sell, but I just noticed that the orange locking tab on one of the cases has snapped off. The latch works, but it cannot now be locked. Is this something that can "easily and cheaply" be fixed? Does anyone know what is involved in accessing it? Does one just need to drill out the pop rivets? Thanks!
