Is the MOA server bogging down lately?

I can't be sure because my own system and ISP are not totally stable in terms of data communications - but it seems to me the MOA response is getting slower generally, and from time to time almost stalled. Is this true (MOA Admin)?

What would be your least busy time of day? - or MOST BUSY if that makes it easier to answer.
