IIRC, the Interstate Highway System was originally called (and may still be) the Interstate Defence and Commerce Highway System. It would seem that too many CIVIL engineers got their fingers in the pie

There's a sign about a mile from my house that says "Nations first Interstate started here 19[something]." That would be I-70.
