Cruise control help K1200LT

Hello,
The cruise control on my 03 lights up at the handle bar but fails to engage and work. The "set" light on the dash never comes on. I did a search here but found no posts discussing this issue. Could I please get a work flow check list from someone who has dealt with this so I might narrow the problem down faster? I'm lost with how it even works.

Here's a cruise control diagnostic sheet I was given a long time ago; it may help you pin down the exact area or item that is failing. BTW, your SET indicator not lighting up could potentially be as simple as a failed bulb. That's one of the first items in the checklist.
