Arkansas levels the gas or electric vehicle playing field

I have been predicting some sort of "penalty" accessed on those that strive for better mileage. This is how Arkansas is doing it.
I figured it would be done by some sort of "pay by the mile" deal linked to vehicle inspections (for those states that have it).

"The increase in registration fees for hybrid and electric vehicles is, it's an equity tax. It's a fairness tax," Straessle said. "The owners of these vehicles are not paying road user fees like gasoline vehicle drivers are doing. They're still putting wear and tear on the roads, but not paying as much in tax at the pump to pay for that wear and tear."

Wear and tear on roads is almost entirely from heavy trucks...

My running average for my plug-in hybrid car is 99.2 mpg (over more than 45K miles) so I'm still doing well.
