Is this a vin number?

I have a 1971 R75/5 with the frame/vin # of 2979653. Is this merely the serial number of the bike or a valid VIN#? I will be registering the bike in the Spring and have no other documentation from the previous owner who is no longer present. And, where can I find any history of the bike since manufacture?

That is the valid VIN.
 
Having the vin is great- and important. If you were in Massachusetts, you would probably need all the paperwork you could muster. Including- bill of sale, proof the last owner paid the sales tax (previous registration plate number) and may possibly charge you interest for the span of time since purchasing and registration unless you have already paid the sales tax.
RMV/DMV here is frequently a difficult experience.
