Brake lever pivot screw

Hey every one, I have a 98 r1100rt and I need to replace my rebuild the front master cylinder but I cannot get the brake lever pivot screw out. I can get it out about 3/16 of an inch but no further, it just spins after that point. I tried pulling it with pliers, bot it doesn’t budge. I can turn it back in and get it back out to the same point, but no further. Anyone have any advice?
 
My guess, the sleeve on the bolt is seized. A little penetrating oil and gentle use of a heat gun, not a flame, work it back and forth and see what happens.

Worst case, drill a 1/8" hole in the centre of the bolt, insert a wood screw and use vise grips to work it back and forth while trying to pull it out.

I don't recall what the screw actually threads into, but note the bushing... can you get a pick in there, or slowly but somewhat forcefully wiggle the screw, to close the gap?

Can you give it some light taps from underneath? If needed, drill a small hole the lines up with the bottom on the pin in the lever or perch to use a punch? Avoid the use of a 2 pounder! I an thinking and 1/16th pin punch and a 8 ounce hammer.

I will admit, I know nothing about it so just tossing out ideas.
