Bank fee for Quicken downloads?

I have been using Quicken for several years now. I have had Quicken automatically download my transactions from several banks and financial institutions. Never until recently have I been charged for this. I opened a new checking account at a bank just so that I could get a safe deposit box. While doing so I was told that as long as I kept a certain average balance that there would be no monthly service fees. Which I did keep the required average monthly balance. After a couple of months I set up Quicken to automatically download my transactions. The first month after this I had a fee for Online Service Fee of $7.95. When I called to ask about this fee I was told at first "I have never seen this before, I will need to call you back?" When I got my call back I was told it was because of my Quicken automatic downloads. Has anyone else ever heard of this?
