looks like it could be fabricated with some PVC pipe. anybody know if this one is home made or commercially manufactured?

I believe the one in your picture is homemade. Easy as pie using PVC pipe.
I have a couple of tool tubes I bought from http://www.agrisupply.com. They are very cheap. I haven't mounted them yet.
Here is some other 'ideas' from http://www.thetooltube.com. That should be enough ideas to get those creative juices flowing!
 
I've seen PVC used for tools, spare bulbs, repair parts, etc. Easy to assemble, waterproof, and really durable.
