I have been reading that the Base model comes with it but the Premium model looks like it doesn't, any truth in this or is it included in the Premium model?

None of that is correct.
In the U.S., for non-Pre-Order Program bikes the 3rd brake light is an optional accessory -- same for the Pre-Order K16GTs (for which the top case is also an optional accessory). The Pre-Order K16GTLs will all be provided a 3rd brake light for free, whenever they come into stock (owner responsible for installation cost) -- this is a one-time thing, due to the initial pre-order literature indicating it would be supplied with the GTL's.

I just install mine, my dealer went out of business here but he had this waiting for me so he mailed it out. About a ten minute install!
