city/integral case latch reliability?

So, on my way home from a short road trip, as I was heading up Lake Shore Drive, I heard a funny sound, and the next thing I know some guy in a bmw (car) was honking like crazy, and holding one of my cases. It had popped loose somehow. The latch was not locked when I got it from the guy (fortunately he saw it, and thought to grab it and was able to get my attention... said he was also a biker and hoped someone would do the same for him). I thought I had locked it, and I double-checked the bags at every gas stop (by grabbing them and tugging on them). And the one that came off hadn't been removed since I mounted them a few weeks ago. The other one was on and off a few times.

Anyone else have one come loose randomly? It was scuffed up pretty good but didn't crack or anything and I was able to latch it back on. It seems secure, but it did before, too. Now I don't trust it. I may see if I can figure out a way to add some sort of backup mechanism or a cable tie or something.
