Came across this picture the other night and I like the idea as it would eliminate the tank bag maybe as I usually ride one up. Does anyone have any idea who or what it is?

I bought one used on this site. Love it Carries all my tools, including tire pump. doesn't get in the way and the panniers stay at home most of the time.

Judging by the slight sweep/curvature, the windscreen appears to be a non-OEM windscreen, eh?
